reading non english data from text file and displaying

Hi,

Im sure this is one of those easy ones if you know how
Basically I have say some japanese stored in a text file and I want to
display in a browser page
so Ive done the following

Dim encode As Encoding = Encoding.GetEncoding(932)
Dim i, tot As Integer
Dim lctemp As String = ""
Dim arBdata() as byte

arBdata = convFileToBinaryStream(lcFile)

tot = arBdata.Length - 1
For i = 0 To tot
lctemp += encode.GetString(arBdata, 0, i)
Next

lblContent.Text = lctemp

also ive written out to the page
<meta http-equiv='Content-Type' content='text/html; charset=euc-jp'>

but nothing happens
Any Ideas
