how do I wrap a dll in a wrapper?

Hi:

I have download id3lib for editing id3 tags. Can someone point me in the
right direction of how I go about writing a wrapper so that I can reference
this dll in my project.

This is the first time I have dealt with wrapping a dll, so I am looking for
an overall approach.

Books? Online Articles?
