Set the WindowState property of the Form to Maximized:

ofrm.WindowState = FormWindowState.Maximized

Add a handler to the form's 'Resize' event:

If Me.WindowState = FormWindowState.Minimized Then
Me.WindowState = FormWindowState.Maximized
