Is there a way to find if text file is in ANSI or Unicode?

Is there a way to find if text file is in ANSI or Unicode?


Unicode text files typically start with the preamble &HFEFF (stored as
FE FF or FF FE depending on system byte order). ANSI text files don't
have any preamble and you can't really be sure whether they use ANSI
encoding or not.
