Problem with setup application

I have created an application with VB .NET, made a setup program for it, and
placed the MSI file on the Internet for download. However, one of the users
had a problem, described in the following few NG posts:

I haven't seen that message (because I already have the .NET Framework on
my computer), but if the setup program ran correctly, I believe it should
have given you an option of downloading the framework from Microsoft's Web
site.

If it didn't give you that option, you can check out this page, which has
links to the .NET Framework v1.1 (that's the version you need to run
my program):

way odd - I followed instructions - rebooted as instructed and tried to load
the program again - without luck
I am using XP SP2. any clues?
