Snap-able window

I need to create an application - fairly basic news-ticker.

The app will consist of only one window, that needs to snap to
the top of the screen, filling up about 30 pixels in height and the
entire screens width.

Not only must my newsticker be the topmost window at all times,
but all "full screen" applications must have their tops aligned with
the bottom of my newsticker.

In short, how do I reserve the top 30-40 pixels of my screen for
this application, making this real-eastate off-limits to other apps?

Thanks,
Jeppe Jespersen
