distribute windows service

I need to distribute a windows service to serveral clients, but they need to
be able to change the connection string in the app.config, but the service
does not seem to read the app.config when I change it on the client. I am
making an install program for them to use.

Are you stopping and restarting the service after a change to app.config is
made?
