Why can't I create a web project in the web root?

I have a W2K3 server with FP Server Extensions 2002 installed and
VB.Net 2003 on a separate workstation. When I try to create a new web
app in VB.Net it won't let me create it in the root; instead I have to
create it in a subdirectory. How can I create my application in the
root directory of the web server?

Oops. That is a 2K server with FPSE 2002 installed.

What error do you get?

don't put the trailing slash on it

The trailing slash wasn't the issue. A couple times it told me it
couldn't create a .lck file, on two others it just said it couldn't
create the project. I ended up removing FP Extensions from that
individual site and reconfiguring them and the problem went away. I'm
not happy that I don't know why it was broke or how it got fixed but
at least I am not stuck anymore.
