I know there is a MTS (Microsoft Transaction Server) that comes with NT
server. But what about Windows2000? Where is MTS in Windows2000 server? How
can I use .NET to take advantage of MTS functionalities?

It's under Control Panel, Administrative Tools, Component Services.

The last part of your question is much bigger and I think you might find
some answers if you look in the docs under COM+
