Popup inherits WindowState?

I have a VB.NET user control which pops up a window (a form object)
when clicked. The problem is that when the parent form of my user
control is maximized, the popup is also maximized. It seems that the
WindowState property of the popup is inherited from the parent form. I
tried setting the WindowState programmatically to Normal, and this
solved the problem only partially. There is severe flickering when I
execute the following code because the user can still see the popup go
from maximized to normal state:

Popup.WindowState = FormWindowState.Normal
Popup.BringToFront()

I tried calling this code before the popup appears on the screen but
without success. I also tried Suspend/ResumeLayout.

Any help will be greatly appreciated.
