Tick time


Is the tick representation of time effected by daylight
savings?
Should I use: Now.utcnow.ticks ?

As far as I know is daylight savings not in DotNet (It should be in the
Globalize settings because every region is different) however it is in the
settings of the operatingsystem and therefore the Environment.ticks
represent in my opinion the time of the system.

This question is asked before in this newsgroups and never answered with a
successful answer in my opinion.

I hope that this helps however anyway?
