setup project fails

I need a little help in understanding what is happening here. I have been
playing with the dbcomm project available from gotdotnet.

I try to make a setup project and fail with the following :
description: --> could not find file 'd:\visual studio
projects\dbcomm\obj\release\dbcomm.dll' 'no such interface supported'
file --> d:\visual studio projects\dbcomm\serialreport\serialreport.vdproj

The "interesting" things about this error:
1) I can copy the entire project to another pc and the setup project runs
fine and produces the .msi file.
2)On the failing PC I can see the files in reference - dbcomm.dll and the
serialreport.vdproj

I compared the path environment, looked into the Tools-Options settings on
both PC's.

Any one have an idea why one pc fails repeatedly with the same message while
the other pc takes the exact same solution and produces the .msi install
file?

I'm stumped.
