Send URL how?

The developer of an application I use just included a server which allows
me to load a track remotely. I have an application I am working on that
just might want to do that.

I need to send this

http://localhost/control/loadsong/1/...o\somesong.mp3

you get the idea right? I've been browsing around but I cannot figure out
which way to go here.. All I need to do (right now) is send the above to
the server which is part of the player application.. I'm not (yet)
interested in what I get back..

Oh.. The one thing I need to know is whether the target application is
running or not..

Any help much appreciated!
