Show drag bounds when resizing a form

Is there a way to display a form's bounds via a checkered icon when a form is being resized or moved with the mouse and to only have the form's bounds change after the mouse button is released? What I'm looking for is similar to how the Splitter control behaves when it is moved with the mouse.

Thanks for any help.
