XMl_text_writer and section data

using xml.text.writer trying to write a section tag only produces strange data for example when I attempt to call
using statement I get <//STATEMENT> and <STATEMENT/>
in additon to </STATEMENT>

If BYP = "A" Then
pub = "/STATEMENT
xml_text_writer.WriteStartElement(pub)
xml_text_writer.WriteString(" ")
BYP = "9"
pubshow = " "
pub = " "
