2003 standard?

Have a look at tlbimp and aximp

tlbimp "myControl.ocx" /out:Interop.myControl.dll /namespace:myContro
aximp "myControl.ocx" /out:AxInterop.myControl.dll /rcw:Interop.myControl.dl
