Technically yes. I don't have standard ed so I haven't tried this, but

You cannot, because there is no template included with this version.

Workarounds:

Open the ".vbproj" file in notepad and change the 'outputtype' to 'library'.

Alternatively, you can use this add-in for Visual Basic .NET Standard:
