Drag and Drop Webservices App and Outlook Attachments

I have a requirement for an application that, through drag and drop, takes
the email attachments from Outlook 2000 desktop clients and sends them in
binary format to a SQL Server database. At this point its a POC app, so I am
being encouraged to keep it simple.

I figure I could use a Webservice and SOAP for this, or perhaps a Windows
Service (I have more experience writing winservices than webservices).

I have a couple of questions I hope to get some direction with, though.
- Is it possible for me to serialize Outlook email objects through DnD on a
WinForm, and get their email attachments using SOAP?
- Another option is to physically move copies of Outlook emails to a folder
store on a server then use a webservice to parse through the files and snag
their attachments. These are saved as .msg files. I think maybe the fastest
way right now would be to copy the files using the FileSystem libs and have
another winservice do the parsing. My question is would I be able to access
the .msg files as Outlook objects (using casting)?

- Any other ideas or concepts that I have not mentioned that need
addressing?
