Installshield issue with .net framework

Problem:

I can distribute dotnetfx.exe in a single exe with no issue. However
when I use the option to download the dotnetfx.exe from a network
location the package fails. This is what I see:

The .net framwork is downloading and the progressbar hits 100%
complete. Then the user sees the .net framework interface for a split
second, and then it disappears. Then, my application loads in with no
issues.

When I go to the add/remove programs, .net is not listed.

I go to windows update, download the framework, and all works fine.

Anyone else having this issue?
