Impersonation help

I have an impersonation test app which works fine on 4 machines which belong
to developers or network people. When I go to deploy it it throws an error
which is confusing.
Error code 5643587027070

FormatMessage is 39

39 translates as:
39 The disk is full. ERROR_HANDLE_DISK_FULL

The disk is fine.
Anyone know what's going on here?
