How can I load this textfile
(http://mat.gsia.cmu.edu/TOURN/data4.txt) into a datagrid?

I think it is possible by redesigning a DataGridColumnStyle to support
TextBoxes.

This is not really hard to do ! Just see example in MSDN about ColumnStyle
for DataGrids !
