windows service calling another application

Hello,
I have created a windows service that I would like to use to launch
a vb.net application. I've looked through google groups and msdn for
a solution to my problem and have not found a good solution. Is it
possible to launch another .net application from a web service written
in visual basic.net or does the windows service have to be written in
C#? Also can someone please point me in the right direction about how
to do this? Like what command to use?
