internet explorer is it needed for .net to run

i was told that net needs at least Internet Explorer 5.5 in order to run. is
this true? what happens if dotnetfx.exe is run on a system that doesn't have
ie 5.5, or doesn't have ie at all? i made a distribution package that runs
dotnetfx.exe if net isn't installed but i wasn't aware at all about any ie
requirements.

Hi,
You need internet explorer 5.01 or later. See the link for a
complete list of system requirements.
