Hardware Accesses Using .NET?

Is it possible for me to access PCI configuration space and/or PCI memory
windows using .NET?

Examples:

I want to read a DWORD from memory location &HFDAA000.
I want to read PCI Config. Register &HA2 on Bus 1, Device 2, Function 0.
