Refresh vs. RefreshReport - CR

The following Refresh and RefreshReport behave differently:
..Refresh will accept the parameters passed from VB.NET app
..RefreshReport will ignore the parameters and prompt for new parameters!

Is this an issue with passing parameters to CrystalReportViewer vs. to
ReportDocument?
Any help is greatly appreciated.

With myCrystal.CrystalReportViewer1

..ReportSource() = reportDocument1

..SelectionFormula = mSelection

..ParameterFieldInfo = ParameterFields

..Refresh() ' will take parameter value

' .RefreshReport() ' will prompt for new parameter values!
