What is considered the best or most appropriate to terminate a VB.Net
application?

Application.Exit?

Stop all running threads by exitting all procedures called by the thread
main procedures.

If you have only one thread and set a Form as the startup object, close the
startup Form.

You'll notice here:

that the Form.Closing and Form.Closed events will not be called if you use
Application.Exit
