security when downloading dll's...

I want to make a program which will mostly be downloaded.
dotnet gives me "full support" for that (using
Assembly.LoadFrom(http://..../file.dll))

The problem here is security. The framework will by default block a lot of
functionality for the code in the downloaded dll's.
So my question is: can I set the security in my starting exe itself (the exe
which downloads and starts the dll).
That exe will be copied/installed manually on the pc and has no security
probs...

I know I can change the security manually, but I want that to happen
automaticly.
Anybody an idea?
