Drag And Drop possible? - Visual Basic .NET

I am wanting to do drag and drop between labels.

But I really want more of a swap. This is part of the GUI:

So if A was moved to B then B would then swap.

Is this possible to do with Labels or is this to much to ask of
vb.net?
