Preset Subject line in an email

I have a form - frmAbout
On this form I have some information about the program.
It also contains a url link and an email link.
Both work fine, however, can I make the email link set the
SubjectLine in the email to a predetermined String?

Is the email being sent from your form or from an
external software such as Microsoft Outlook?

This is how I modified the code for my use:
