Problem with library

I used hnetcfg.dll in a normal application and it worked.
But I need some of its functions to be run by a service so I created a
windows service, added this library to it and installed it on my computer.
It doesn't work and I get an error:
"No file or collection named Interop.NETCONLib or one from it dependencies
found"
(I translated it from my language so it might not be to precisious)

It's quite important...
