Find the process that occupies a serial port

Hello !

Detecting, whether a serial port exists and is availabe (not occupied by
some other program / process) is quit simple.

But how can I detect, which process (name of the program) occupies a
specific Comport?

We often have problems with customers that cannot use some software
product we sell because the serial ports are not available - although
"no other program has been startet". In this case, we would like to send
them a small exe that finds out which (eg. mouse driver, fax program,
...) is responsible. So, if possible, no setup should be necessary (use
of direct api-calls?).
