System.Web.Services.Protocols.SoapHeaderException - Message Expired

I am getting the above error message, when I try to download a file from a
webserver using SOAP attachments. I read a documentation and it said to do
the following on client side so the server will ignore the timeout value.
myService.RequestSoapContext.Timestamp.Ttl = 0 'live forever

I tried it and it does not work.
