Add a new Project and select Setup and Deployment project...there's a wizard
that will walk you through the simple ones...

"File" -> "New" -> "Project..." -> "Setup and Deployment Projects". If you
use VB.NET Standard, there will only be one template for a Setup Project
available, on VS.NET Professional and better you can use a wizard. Notice
that there is an option on the project creation dialog that allows to add
the new project to an existing solution.
