"in use by another process"

I've been repeatedly annoyed by situations where a process has failed or
otherwise something has gone wrong (not from any of my own apps) where I
cannot move, rename, or delete a file because Windows thinks it's "being
used by another process". There are no processes evident using the file(s)
or folder(s), so in order to clean them up I need to log out of Windows (XP)
and log back in.

Out of curiosity, would it be possible to use DotNet to identify and remedy
the source of the problem? I can't seem to find anything off hand...

If you've opened it & then you've had a bug in your application where the
file hasn't closed then that error will be thrown. Rebooting the system will
release the resourse & you won't get that error

I don't think there is a way in the .Net framework to check this. I haven't found a way in the windows API to do it either, and the desciption of this tool seems to
imply that it isn't an easy thing to do.
