how to access system clock

hi, i am new to linux,

how can i access system clock in user application,and can i use it as a refrence signal to trigger a timer which should last for 50 milliseconds and then reset it again for another 50 millisecond,if yes then how?
wat could be the library files and function calls...that could be used..
