How to update data in a table based on holidays of the specific year?

I am fixing/developing this web application developed in SQL/ASP.Net/Vb.Net. The requirement is something like this.
There are few lakes in the state who allows fishing and the number of boats allowed in each lake at a certain time is fixed. 3 of the lakes have special criteria.
They allow boats based on the Memorial day and Labor day weekend. Suppose Lake A allows 100 boats upto the month of March. After that from April 1st untill the weekend including Memorial day weekend(suppose it is on 26th May Monday), it allows 125 boats.So for the rest of the May again it will allow 100 boats.Again, after the weekend including Labor day untill Sept 15th, it will allow 100 boats.
Currently, there is a table called BoatCounts (BC_Id,LakeId,StartDate,EndDate,Count), which is hardcoded for year 2009. How do I implement the needs listed above in this table?
