General Network Error- works if exe name is changed

Hi,
We are facing general network error in our application. Details:-
1. Application runs in a domain.
2. Its a windows networked application on .NET framework 1.1 ans SQL Server
2000.
3. Error occured when non-Admin user, tries to run the application
4. The error occurs on some of the machines( not on all)
5. If exe name is changed then, the error doesn't occur
6. When we copy the exe to diferent directory, then it works fine without giving any error. But, it doesn't work from the installation directory.
7. Even if we provide full control of the installation directory to the domain user (administrator right ) then also, error ocuured.

Exception is as follows-
System.Sql.SqlClient.SqlException() - General Network Error

We have tried a hell lot of things suggested on different forums, but the error still persists.
The error doesn't occur in case of Administrator( user with full priveleges on machine) and at development end.
Can anybody help me?
