SQL2000:Moving whole server(10 Dbs+100 login+100+Jobs) into Brand New Server

Hi Expert,
I am currently looking for the way for the migration.We have purchase new server and need to migrate all the entire database, sql jobs, sql login into this brand new server. I would like to get some advice on the above mention.
In fact I have come out some plan where I was thinkig:-
1.) Restore MSDB
2.) Restore Master?? (not success)
3.) Backup all dbs and restore with read only
4.) Log shipp all trans into New server
5.) Demote primary server and promote secondary server
6.) Change server name.
7.) Drop sql server name and add sql server name
8.) Test...

Existing Server : SQL2000 EE+SP4 Hotfix 2040

New Server : SQL2000EE+SP4 Hotfix 2040

I have encounter some problem, where I could restore master db. Step that I have try
1.) Backup source master db
2.) Start sqlservr.exe -c -m (destination server)
3.) run sqlcmd...can't find program???
4.) stop service manager...replace mdf n ldf...?? can't launch the service manager...hitting error . it fail to find the database that where i have not yet attached to...

P/s : can some please help and give me some tough about this migration...
