sql 2005 express command line instalation

The DisableNetworkProtocols = 0 parameter will enable tcp/ip, named
pipes and shared memory. However, in my experience, the default port
configuration isn't set up for 1433, instead, the Configuration
mannagement tool indicates the allIP is using dyanmic port of 2019
something while TCP port is blank, how come? Of course I can change
it by hand, But more importantly, is there any option/parameter to set
TCP port to 1433 or the like and leaving Dynamic port to blank?
