I don't think you can get the Developer Edition, unless you have access
to MSDN Subscriber Downloads, or are on the Beta programme by some other
means.
However, you can download the Express Edition, the follower to MSDE from
http://lab.msdn.microsoft.com/express/sql/, as I understand it. Just like
MSDE the beta of Express Edition does not come with any graphical tools,
only command-line tools. However, in difference to MSDE, a light-weight
graphical tool is actually in the works and is planned for later betas.
