Cluster SQL Agent problem

I have Win 2003 cluster environment + SQL 2000 SP3 with active-passive
infrastructure.
Node1 active
Node2 passive
When I stop one node and

When I am stopping a Node2 - everything is Ok - Node 1 can work in
autonomic mode and I can restart a SQL Agent without any problems

When I am stopping a Node1 - everything is Ok - Node 1 can work in
autonomic mode but I can not restart a SQL Agent (it takes a lot of
time and I receive error that login for sa is failed)
When I change SQL Agent to Windows authentication it works Ok

Any Ideas are more than welcome
