MS SQL 2005 Replication, unable to create publication

Hi,
I am using MS SQL 2005,
I had created publication and had 2 subscribers to the publication.

Due to some reason I had to delete all the publications. Now I am trying to create new publication but I get a error "Invalid object sysmergesubscriptions"

Also I found that the system tables tab under the tables tab does not have any objects. Can someone help me in creating those objects ?
