Does anyone know the difference in the locking behaviour between sql 2000 and sql 7?

I came to know that the locking behaviour of sql 7 and sql 2000 is
different when creating objects.So we can use select into with large
resultsets without causing server wide problems.Can anyone here please
let me know what exactly is different when we create objects in sql
2000 vs sql 7 for the system tables.
