MSDE 1.0 (MSSQL 7) and Win98 / Win98SE...

I work in Tech Support at a company that has a new product using
the MSDE 1.0 (MSSQL 7) at its database engine. We have a growning
number of clients using this product and, of course, have people using
all versions of Windows.

One reoccuring problem we've encountered and have yet to solve is
MSDE (MSDEx86.EXE) not being able to install on some Win98 and Win98SE
computers. On some customers' computers it installed without any
problems while
on other computer it refuses to install. We cannot find any rhyme or
reason for it!

We commonly have our customers:
install IE6.0 (latest version)
install all critical updates
install MDAC 2.x (latest version)
disable any anti-virus software
disable any firewall software
disable any registry monitoring software (e.g. Norton CleanSweep)

In spite of doing ALL of these step the MSDE refuses to install.

Does anyone have any information on this pheonmenon!?!

Any ideas?!
