How do I restore the transaction log?

in SQL Server 7.0/2000
I don't have transaction log back up. I have complete back up made at
1:00 PM, the server fails at 1:15PM. How do I restore the last 15 min
of data?
Can I restore it from .ldf file? Can I attach the old .ldf file after
restoring from back up?
