MSDE Connection Error

I've been experiencing a strange error with MSDE. The SQL Server
works just fine, but if a user does something to change the state of
the network, like attempting to log into AOL, or if they renew their
IP Address, or log into a WAN, often the database cannot be found
until I stop and restart the service. I'm using a native DotNet
connection. The error message is the same one you get if the database
is missing. But again, all I need to do is restart the service and
its back on. This happens more often on other machines connecting to
a remote server (when I have this problem I can still ping the server,
so its not a network problem), handhelds, and it even happens on the machine
itself. Any ideas, cause I'm stumped.
