why i can't add a new operator in SQL Server Agent

I have problem when i add a new operator.
It is
"Error 22022: SQLServerAgent Error: The SQLServerAgent mail session is not
running; check the mail profile and/or the SQLServerAgent service startup
account in the SQLServerAgent Properties dialog."

I ensure that the SQL Server Agent is started.

How can I solve the problem?? Thx .
