Magic upper limit to number of job steps in a job

I have been able to determine that I can only successfully run 835 job
steps in a job even though there are more than 835 job steps.

It always hangs at step_id 835. No process are running at that point.
I can't see one sleeping or blocked.

Is this a known issue? Has anyone been able to run more than 835 job
steps in a job queue?
