data base design

I got an assignment usig perl and xml.

And I was told to design the database.

I'd like to know that how one would structure the data storage
and retrieval process on a site which stores a range of data
on a particular entity, keeping in mind that we may wish to add or delete
fields in the future, and how the data for any one field would be returned
assuming you know the particular entity you wish to return.

I do not want the code but how would u design it?

I think the database storage and retrieval logic will be same
irrespective of any language .

Any ideas ,do share with me
