Accessing Free-Text Noise Words File from SQL Server Clients

Can anybody provide instruction or examples on how to access the noise words file using T-SQL? I want to be able to adjust the users' search string by eliminating the noise words, but if the application is running on a web server different from the database server, and if I (cannot | do not) want to use UNC's or other file system methods from the web server to the database server, then how do I do it? I was thinking of writing a stored procedure that would access the file and build the list into a table, but if someone knows of a different silver bullet, I'd sure appreciate hearing about it.
